日前，国家能源局正式发布了《2024年能源工作指导意见》，提出将加大县域充电基础设施建设支持力度，推动创建一批充电设施建设应用示范县和示范乡镇，探索开展车网双向互动。
据悉，充电设施示范乡镇建设已于今年1月正式启动申报计划。根据计划，力争到2025年底，示范县乡因地制宜建成布局合理、快慢结合、适度超前的充电网络体系，推动实现充电站“县县全覆盖”、充电桩“乡乡全覆盖”的基本要求。
据中国充电联盟统计数据显示，截至2023年，我国桩车增量比为1:2.8，中东部地区占比达70.7%，乡镇农村公共充电桩保有量占比不足5%。据南网统计，广东、广西、海南、贵州、云南等南方五省份已实现充电基础设施乡镇全覆盖，乡镇充电平均服务半径缩短至20多公里。
为了确保充电基础设施在全国范围内实现“乡县全覆盖”的目标，指导意见还提出了一系列保障措施。其中包括加强政策支持，提供财政补贴和税收优惠；加强技术支撑，推动充电技术的创新和应用；加强监管和服务，保障充电设施的安全和可靠性。
建设充电设施示范乡镇是落实国家“双碳”目标、推动绿色发展的重要举措。随着新能源汽车的普及，充电设施的建设将成为推动绿色出行、减少碳排放的重要手段。
